Union City is the most crowded commercial market on this list. The New Jersey Department of Labor's 2020 Census tables count 68,589 residents on about 1.29 square miles, roughly 53,300 people per square mile, second in the state only to neighboring Guttenberg, and Governing's analysis of Census data ranked it the densest American city with more than 50,000 people. That density is the business model: a storefront on Bergenline Avenue does not need parking or a destination, it needs to be open when the block walks past.

Bergenline is the spine. The Hudson Reporter called it the longest commercial avenue in the state and the main shopping strip for North Hudson, and in 2011 counted roughly 180 businesses certified in Union City's Urban Enterprise Zone district alone, along Bergenline from 15th to 49th Street, 32nd Street, Summit Avenue and Paterson Plank Road. Shoppers at certified merchants pay the half rate UEZ sales tax, which the state currently sets at 3.3125 percent.

The city's name as Havana on the Hudson is real history, but the New York Times reported in 2016 that many Cuban families had moved to the suburbs and that owners from Colombia, Ecuador and Peru had opened businesses serving a broader Latin American trade. The same report found the tallest building in the city, on the block of 43rd Street renamed Celia Cruz Way, once full of embroidery factories and in 2016 home to a dressmaking factory and a fabric company.

No. Zone certification affects the sales tax you charge and some state benefits, not how a funder reads the file. We look at deposits, negative days and time in business. A zone certificate is worth keeping current, but it is not part of the application.
